As for Putin, I think he doesn't give two shits who is in power in any country. He does what he wants. He always has. That's the Russian way. Laws, ethics, morals mean nothing to them. It never has and history shows that very clearly. Russians are animals.

But more importantly, NATO is the deciding factor for Putin pushing harder, not Trump, or Biden, or Harris.
