Oof. That's a big challenge, Sally. I think the measures and facilities are merely the secondary issues. The question is how are you going to teach decent and respect to those littering your beaches and that common land?

Rather than expending great gobs of material and energy to build new facilities and programs, maybe municipal governments could job create, hire kids or whomever to collect trash, and maybe a couple of them should be large and intimidating to shout and shame those without any respect.

Shame and humiliation are effective tools when properly harnessed. A beach wall with posters of offenders is one idea.
